Develop a finished POC Bluetooth Padlock

Looking for electronic product development experts who can design a Fingerprint Sensor padlock with Bluetooth interconnectivity with a mobile phone app. User should be able to store the fingerprint on the device and device unlocks if the stored fingerprint is a match. Looking for small packaging with small fingerprint sensor integration. Freelancer should be able to do proper sensor selection, electronic PCB design(considering mass manufacturing options), and BLE firmware development to be able to send data to a mobile phone app. (Application on phone need not be designed but the freelancer is free to choose data format for communication) Locking mechanism need not be designed. It will be motor driven. Looking for a finished POC which can go into production.
