Sounds a cool project! I'm new to Freelancer, but have worked for the last 4 years at the BBC as a software and hardware developer, so am knowledgeable about camera systems as well as arduino based devices. Prior to that, I got an electronics degree from University of Cambridge, and have built a variety of projects for broadcasting, from miniature camera systems to video processing software. Your parts list looks good - I presume your device will be battery powered, and one thing I'd bring into the design process would be making sure the software maximizes battery life. As a camera operator, I suspect being able to vary the sensitivity of the system, or maybe even have automated focus animations or presets could be handy, and I'd be happy to help develop with you as the project evolves.
