Design a Government Web Template

OK Designers, here is your opportunity to show how good you are. My website [login to view URL] is getting tired and old I am looking to have a design that shows the Town of Windham, Maine in the 21st Century. These are the requirements: 1. Hot Links on the top of the page either horizontally or diagonally 2. If you click one of the links on the home page, the sub menu opens revealing its pages. This will continue as well, so your design will need to keep this in mind. 3. No flash pages. 4. You may have different templates for the home page and the inside pages. Please be specific 5. You will need to send a screen shot of your template by attaching it to a Private message (a decent resolution .jpg) This will stay active for 10 days. Good luck.
