CSS changes for Wordpress site

Hello, I am designing a Wordpress website but I'm having an issue with the CSS and the width of the website. Currently the website is aligned to the left hand side but I want to make it full width across the website and to ensure that it is aligned to both sides evenly across ALL browsers AND screen resolutions. I want to ensure that there is absolutely NO horizontal scrolling. For example, the website currently looks like this [login to view URL] with a lot of space to the right hand side. However, I want to make sure is is like this [login to view URL] with little or no space to the right or left (about 25px margin either side). That is for the header, main content section and the footer section. The original template came with a width of 960px but there was still too much space on the left and right. Also, I want to ensure that the footer bar is the same height on all pages and that it is visible above the fold on all pages if possible. My budget is quite small (€10) but hopefully there shouldn't be a lot of work in this. Some CSS changes. I'm hoping that if you do a good job then I will have more work for you down the line.
