I currently have a website that I am building. I need to integrate with Paypal's API to accept Chained Payments. The initial payment will go to one account, and then 7% of that amount needs to go to a separate account. Basically, I need the code to be able to accept any payment like a donation, and automatically send the correct amounts to the 2 separate accounts. I need this done as soon as possible. Please ask me any questions to clarify!

This must use Paypal Adaptive Payment API. You should register the new application to Paypal in order you can get the APP-ID. Also, you should request Paypal API credential from your current Paypal account which will be used for the API credentials together with the APP-ID described above. All can be requested instantly so you could just use it. I will help you in this area also. One day work!
