HTML Mobile Web Page Template - Design + HTML/CSS

We require a template design for a HTML website specifically for mobile devices. It must be optimised for the mobile environment, especially iPhone and Android devices. We require the design of an overall theme for the site as well as the layouts for 5 different pages. The deliverables will be on a milestone basis: 1) The design mockups which will be signed off. 2) Set of interlinked HTML/CSS files. The successful bidder must have access to an iPhone and Android as a minimum so thorough testing can be carried out on the mobile environments the site will be used in. An NDA/IPR agreement will be put in place with the successful bidder, so if you are not able to work with the requirements of such an agreement then please do not bid on the project. The successful bidder will have strong examples of past work for mobile devices. The project is to be delivered within 14 days of work commencing.
