Tic-Tac-Toe DLL

Tic-Tac-Toe (“Noughts and Crosses”) We wish to include a standard Noughts and Crosses game in a suite of Windows games which we shall offer to our business customers for our business customers to give to their children to play. We wish to develop the Tic-Tac-Toe (or Noughts and Crosses) program in two stages: Part I: A DLL which includes the logic the computer will use to play the Noughts and Crosses game and the state of each game. We need this DLL developed as a class in VB.Net. Part II: A user interface using 3D animation. Both Part I and Part II will communicate through an Interface devised by the author of Part I. We request here bids to develop Part I — being to devise the interface to the DLL and to develop the DLL. We will request bids elsewhere on freelancer.com to develop Part II when Part I has been completed. Part I should include simple documentation in English describing how to make calls to the DLL. If the developer chooses, he or she may decide to produce a very basic user interface to demonstrate the DLL working.
