I need a developer who can provide VLC plugin that inserts variable delay (between 1 second to 2 seconds) after frame is decoded and before it is displayed. Basically, buffer decoded frames to provide required delay but without any visual impact or frame drops. The plugin should work with and without hardware acceleration option on Android platforms.
