service to monitor, close down and then restart app whenever it crashes or freezes

need this done fast and done very well - only bid you have high experience with related projects. have an app that crashes a lot. Other times it simply freezes. In either case - then i need a service that monitors this program (that i run 2 sessions of at the same time but in different folders in d-drive. d:\111 d:\112 see COMPLETE specs below. Pls write what related experience you have with this project. ## Deliverables Need service to monitor app that crashes and make it restart automatically the whenever it crashes OR freezes for more than 6 minutes (this can be easily seen because then the cpu usafge for the program falls to below 8%). Program need to have these settings: A) number of threads it should paste into program when it restarts - and then click the RESUME button (which are in different tabs in the program. B) Number of seconds before program starts doing its sequence AFTER it has initiated closing down app in TASKMANAGER (so, it should wait 25 seconds as default but i must be able to adjust this) C) Numnber of minutes where CPU usage is less than XX (default is 8% percent cpu time for 6 minutes - userdefinable) SEQUENCE is: 0) App monitors all the time the cpu usage of the app - and ALSO monitors number of threads that app is using. If CPU time falls under 8% for more than 6 minutes - OR - if number of threads that program runs fall under a certain limit for 6 minutes - THEN the service starts the following service below: 1) App closes down the specific exe file(s) in task manager (it is ok if it doesnt so for both of the runing programs at the same time). 2) App must RECHECK that the exe file(s) are indeed closed. 3) App waits XX seconds (default is 6 seconds) AFTER that have verified that the exe files have been closed properply. 3.1) If exe files are still not closed properly - then service re-do from step 1. 4) service then re-starts the 2 programs. 5) service waits 25 seconds (userdefinable) 6) service then enter the desired number of threads (userdefined) 7) service then clicks on the button "resume" 8) whenever cpu usage or threadds go down the userdefined levels for minimum 6 minutes then service must re-do above i also want logfile with timestamps of when the crashes occur and also either a mesasge sent thru email or sms in case service is un-able to resolve a crash. you must be able to speak english and have some sort of messenger program that you use. i can give you teamviewer access to my computer. windows 7, sp1, .net 4 When app crashes or freezes then the service must be able to click automatically on 4-5 buttons/windows in order to start the app again.
