I have a database of users I wish to target. I require them to be automatically added in bulk to my Telegram group. Second requirement: Send direct messages to users in the database in an automated way. (The code here should be able to send messages to telegram users who have a user ID or username, as many users on telegram DO NOT have a username and only a user ID).

Telegram's bot API rate-limits bot messages to about 30/minute. Will your project be able to work within that limit? If not, you might have to use the client API, which is more involved. Relevant Skills and Experience Skilled in multiple languages including Java, and familiar with Telegram's API
