I read your project and it is interesting. I also took some time to check the binary option website you posted in your project description and played a bit with some paper money.
Now, about your project, your project is simple, laborious but still simple, What you need is to monitor both sides, your MT4 Account and the Binary Option website; and from the signals you get from the MT4 quotes then you place trades accordingly in the Binary Option website. There are many ways to get this done, inevitably you will need some MQL code, so the MetaTrader can communicate to the outside, and an external application which will get the data from MetaTrader to evaluate it with a selected strategy and finally forward the result of that strategy to a third application which will take care of executing the trades in the Binary Option website. This last third application, can be a Chrome plugin, a webpage or a website, any of this would get the job done. A Chrome Plugin, can communicate to external standalone applications, load the website and manipulate or read the content of the website in any way he wants. On the other hand you may create a small portable website, which perform the same but differently, you open the website hosted in your own local machine and it can embed the Binary Website and manipulate its DOM the same way a Chrome plugin would do. Which to decide is a matter of which works better for your needs (or browsers).
