Good Programmer, Web Developer and Designer Needed - repost

I am unable to set custom bidding, because of some bug in Freelancer. Here is my budget from 30,000 INR to 50,000 INR. I am in search of a developer to create a site which works similar to zbigz.com. Create an account in zbigz and see how it works and then bid. Please, I request only serious bidders to bid and the guys who are yet to start their development work, please don't bid. I would be frank to tell you that I am not willing to handover this project to newbies. If you are not a good designer let it be, I am not interested in it's looks. But the service I provide should be reliable. Should be bug free and the backend programming of the entire site should be excellent. Points I would like to include these in websites: 1. Basically there should be two types of accounts, Free and Paid. 2. Free account users should be having the following limitations: (In fact, I need options to change these settings whenever I wish in my admin panel). a. They shouldn't be able to download torrent size of more than 700 MB. If they try to cache file of more than 700 MB the user account should be prompted with a message saying to Upgrade account. b. Restriction on downloading speed. (Max 200kb/sec) (I need option to change it in admin panel) c. They shouldn't be able to download parallel from same I.P ( parallel downloads ). d. Free users accounts can only download up to 10 GB in a month. e. Cached torrent will be live up to 3 days from the day the download link was given. f. Users shouldn't have option to resume downloading torrents. 3. Premium users account should be configured with: a. They shouldn't be having any restriction in caching. b. They should get unlimited download speed from servers. c. They should be able to parallel download files. d. Premium users can download up to 150 GB in a month. e. Cached torrent will be live up to 10 days from the day the download link was given. f. Users should be allowed to pause and resume torrents downloading. General Instructions: 1. When users give torrents to cache, "Notification should be sent by email when the files are cached". 2. Unique download link should be generated every time they click on download button. 3. They need to enter captcha before the download starts. 4. If other user gives link of same file to cache, the server should detect it automatically and should provide downloading link in real time. 5. In front of each user accounts, I should be able to see the total bandwidth consumed and amount of bandwidth consumed in a day, week and month. 6. In admin panel, I should be given setting to block an IP. 7. Every download from the sever should maintain the list of I.P. 8. The server should take both magnetic link as well as torrent uploaded as in Zbigz. 9. Only registered users should be able to use this service. Almost all points I have mentioned. If I change points in Project anymore I will update you. (Don't worry it will be a minor change) Please only bid if you can do all these things. I am serious about this project.
