IPBoard (3.2.3) hook required to parse links in new posts.

This should be a simple project for someone who understands how IPBoard plugins/hooks work. Basically I need a hook that will do the following.. 1) When a new post is made on the forum, check it for web links (URL's). 2) For each URL found, send it to a URL shortening service to have the URL turned into a short link (I will provide the API for this). 3) Replace the long web link in the post with the short one returned from the URL service.
