develop a simple php site

I wold like to get an offer to develop a php site. the development should be functionality first. look & feel will be provide later, but it will be clean & simple. the site will include the following: 1) homepage Registration form – form with about 5-6 fields. Contains CAPTCHA. After submission – a Registration email with verification link need to be sent. 2) Verification page Get the user from the verification link, approve him and forward the user to the next phase. Thanks email will be sent 3) form to Submit content – 4-5 fields. Contains CAPTCHA. Thanks message after submitting Email to confirm the submission Email to confirm the content approval 4) Invite a friend form – send email invitation to a list of email addresses. Contains CAPTCHA. 5) A few inner pages based on the same template - contact /about us, help, guidelines and maybe 1-2 more DB is mysql. schema of the DB will be provide by me.
