Need PHP programmers to Implement Tag System to site

Hi, I'm looking for someone to implement "Tag System" to a PHP site. Basically, the tag system works similar to what you have seen on other site(youtube.com..etc). But it'll be a little different on my requirements. Brief Info (more details will be provided through PM): My site allows member to upload file to different categories. 1.) Add a new tag field(text) to the submit form. 2.) Add new editable tags field on the backend. 3.) New tags database table. 4.) Tags display on file page (frontend) 5.) Tags result should display in category with pagination. Also showing the same tag recommending in other categories. 6.) Tags are editable through frontend by Admin & "special mod". You'll have to create new member status on the backend and allow admin to assign member with "special mod" status. ...etc I'm paying up to $100 for this project. You must have solid experiences in PHP, mysql db and ajax, it'd be great if you know flash too. And also fluent in English as I'm looking for long-term partnership.
