HTML, JavaScript, CSS Tutorial in Visual Basic

Hi, I own a business and have to much thing in hand to handle, I'm able to do the task that I need someone here to lend a hand, myself. Its just the tight schedules. Enough of the talk let get straight to business. We at KarutSoft are conducting Tuition on HTML, JavaScript, CSS, PHP and Web Design Basics. By using any tutorial on the internet as reference, I need a tutorial program written in VB or Flash complete with a coding pad to do the practical code. Example: after learning the 1st chapter of the tutorial, user is required to complete a simple practical on the coding pad, when the user saves the code, it automatically launches IE to preview what the user did. When the browser closes, auto direct them to the second chapter and so on. After completion of the whole Topic on "HTML" for example, the user will then be redirected to a HTML Test section, HTML based MCQ questions will be provided along with the resources in zip format. All the topics covered should be in one software, the tutor may choose which topic to cover 1st, HTML, JavaScript, CSS, PHP and Web Design Basics. Like I said its up to you, whether you code it in VB of Flash, although Flash is better :) Hope to hear from you guys. :) ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform Flash or Visual Basic, Windows 9x
