Fixing mod_layout Apache module so it will work with gzip encoded pages

I'm running free web hosting server and i'm using mod_layout to add ads to pages of my users.
We had to rewrite mod_layout a little, because some options from mod_layout for Apache 1.3 where not implemented into mod_layout for Apache 2.0 and 2.2. Also, we had to customize it a little to our needs.
We recently switched from Apache 2.0 to 2.2 so we had to rewrite all out changes again to match Apache 2.2. This time we were rewriting out own code, but person who rewritten it from 1.3 to 2.0 was not working with us anymore. We've rewritten all but one thing: gzip encoding.
If there is CMS that uses gzip enconding, instead of getting ad + user page, there is blank page. if i turn off gzip in mysql for this CMS, everything works fine.
The problem is that mod_layout tries to add ads to encoded by gzip pages, and of course it breaks it. Person who wrote the gzip patch is no longer helping us, so we are not able to transform his gzip patch from Apache 2.0 to Apache 2.2.
Original mod_layout for Apache 2.0 and 2.2 also doesn't handle it. the only thing that handles it is our rewritten mod_layout for Apache 2.0. But we use Apache 2.2

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

But we were not able to fix this encoding problem, like i said. So i need someone to analyze mod_layout5 and fix it so it will work with CMSes that have gzip enabled. You can use [login to view URL] to see how it was done by us in version for 2.0
It might be _also_ problem with configuration (not only, but also), so you need to be familiar with apache configuration at least a little.
