Write an Android application

I need an Android application to be done. See details below. The app must send some GPS data to a HTTP API. ( provided by me ) The app should have a variable $sendInterval that will mean that data will be sent to HTTP API at that interval in seconds. The APP should NOT have a GUI ( at least at first ). It should run as a service, when the phone / tablet is started. The behavior should be like this: 1. When the app is installed and opened for the first time, it should request an API like this : [login to view URL]<DEVICEID> 2. If the response is not "OK" it should give user an error message (App can't be activated). 3. If the response is "OK" it should check whatever GPS (Location Services) are enabled or not. If they are not enabled, the app it should enable GPS without prompting the user. 4. After INternet data or WIFI AND GPS is enabled, the app should check if the GPS is enabled every X seconds ( defined in a variable in APP - maybe each 1 minute ), if it's disabled, it should enable it automatically without prompting the user. ALso the app should send the coordinates every X time ( $sendInterval ). [login to view URL]<LATITUDE>&long=<LONGITUDE>&deviceID=<DEVICEID>&key=<SOME_SECRET_KEY> (secret key will be defined at a later time, for now should be only something static like "test" ). The app should run on ANY android device that has GPS capabilities. IF the device does not have internet connection or GPS (location services) it should give user an error message. The app should have parental control so it can't be stopped or uninstalled while parental control is active. ( this is last part of the project, and can be done at the end, when the app is functioning with all above specs ) Please do not bid if you don't have experience with android development. The app will be delivered with source code. Please state here your estimated time for creating this app. I don't care if you use a framework or not.
