Create encrypted Amazon AWS database, download daily local copy, scan ID cards, OCR then search for matches

Hello, I need the following: 1. The design and set up of a secure encrypted SQL database (with less than 20 text-only fields) hosted on our Amazon AWS account 2. The design and set up of a second SQL database (does not need to be encrypted) to keep usage statistics – this must be physically separate from the encrypted data 3. The creation of an android app that does the following: a. Periodically (daily?) automatically downloads a local encrypted copy of the amazon database and takes note of the day and time of the last time the database was updated b. At the same time, uploads basic usage statistics to the second database (number of times scanned, number of times each response, date and time of each stat etc) c. On press of user button, app: i. takes a photo/scans a ID card (many different styles) ii. OCR all text on the card [login to view URL] the database for matches using all fields/columns i.e. because we have many different ID card layouts, the person’s details (eg date of birth, name, address etc) will not always be in the same place. The app will therefore have to try to find matches on any row using any combination of the data it scans and OCRs because it will not “know” which data relates to which field/column. iv. the device should give a different message depending on if there is a match or not. For example, if there is a match of more than 3 fields on any row, it should give a red screen with a custom message. If no match, a green screen with custom message. 4. Please quote this part separately as we might do it later as a new version release: a. App to have another local (only) database with the same fields as the main encrypted amazon database that allows the user to add details of people for local scanning only and returns a different custom message if matches are found in this database. Also, I am not sure how to do it, but we need to be able to sell subscriptions to the service, rather than selling the app. We need some way of allowing access to the data only for those with a subscription but it cannot require changes to the encrypted database. The visual aspects of the app will be very basic but must look nice. The key to this app is reliability of scanning/matching and speed of matching – it will be at point of sale. We have explained the requirements fairly well and do not believe we need to say much more, however we will answer questions if you have them.
