Android Mobile Video Capture App

5SecondsApp - [login to view URL] I need an app developed that will allow a user to select up to five seconds of a video, pull out all the frames of the selected portion, and create an animated GIF. I'd like the user to be able to either use the camera to capture video directly or select a pre-existing video on the device. I'd like the user to be able to apply filters to each of the frames of the animated GIF. See: [login to view URL] I'd like the user to be able to share the animated GIF they create via Email, SMS, Facebook, Twitter, Dropbox. To do this, the animated GIF will be uploaded to my server (which already exists) and the URL to the GIF will be shared. Please see the existing app on iOS: [login to view URL] Note there are additional features in the iOS version, but I'd like to implement these as a starting point.
