MATLAB Program Development

I need a MATLAB program developed for me. It needs to be developed in the following way and fuly automated for automatic trading. It will mainly be trading the S&P ASX 200 CFDs, i am happy to take suggestion if the freelancer feels it would be better to create the program to trade Options instead. If the program is developed and successful alot more work will come for the right freelancer including potential ongoing commissions for P&L generated : 1. The program will need to scan certain news sources on the internet for keywords to know wether to hedge a position or not depending on the sort of cash position opened 2. The program will open Cash CFD Positions when specified certain Moving Average conditions are met (for e.g. when moving average shows a clear uptrend, the program will Open a long cash CFD position) 3. The program will open a corresponding futures position to hedge the Cash position on any particular day when certain conditions are met (for e.g. if the market is expected to fall but a long cash position is opened then it must open a short position to hedge the fall with the program cancelling the hedge once markets are expected to rise again. More detail can be provided if neccessary in the clarification section of this post otherwise full details will be provided to the winning freelancer and i would expect clear and constant negotiation throughout the whole process to ensure the program is created successfully. As part of your bid please also advise how long it will take very roughly to create such a program
