Hi, I'm Matt and can help you create cross-platform app (22 years of IT development experience). I would use Electron (node.js) for development environment, recently created two such apps over Freelancer that run on Mac on Windows (could also run on Linux). Both have installer packages as well (though for the final stages the compilation of the setup wrapper should be done on targeted machine). Electron uses web engine from Google Chrome so there is an option to create an embedded web browser and using desktop interface. An app file size is thus increased to around 110 MB yet this is not an issue for a desktop app. Please provide more details about the app you need to have created.
