Drawing in an HTML5 Canvas element is a common use of that element, and the simplest way to associate it with video frames would be to place in on top of a video element and draw the shapes/text associated with a frame whenever the video player is paused on that frame. The limitation of this technique is that the edits aren't visible when the video is playing, but edits to a single frame would be just a flicker. If it is necessary to display edits during playback, the video element could be made invisible and the video could be drawn directly to the canvas. This allows for greater control over the image but requires more processing power. Stills of the frames that have been edited, with their changes, could be placed beside the video and clicking on them could cause the video to seek to the relevant frame. Changes could be stored on either the user's computer or the server so the user could save changes and come back to it later. There are libraries available for creating pdfs on either the client or server, depending on who is to receive the pdf. Only providing access to authorized users is a standard feature of every server technology.
