Need a simple Illustrator design done

Hi there, I'm looking for an artist that can do a good job in Illustrator. I'm looking to have a vector or PSD designed of one single state based on a photo I provide. I might actually provide you with a purchase illustrator file. The things I need done; - I need to have major cities transferred from one illustrator design of the state to the other - I also need to have multiple layers created with sections specified by me on the map. There will be 3 different layers of these; layer 1 will be at 30% opacity of a color; layer 2 will be at 75% of the opacity. Layer 3 will be of course the original layer of the map. - Layer 2 with 75% opacity will have the 5 zones - Layer 1 with 30% opacity will have the 5 zones also (same zones) - Each zone on the layer 2 with 75% opacity, will have Title, text and price button. This is quite simple, nothing major other then being really good using the pencil tool outlining the section of zones that contain bunch of counties. The zones in each Layer should be separate not grouped. If you read it all, start your bid with KWD. If you have any questions please ask.
