While building a true website like Freelancer would be a major feat, I am hoping that you are looking to have a website with the look and feel of Freelancer with several differences and an option or two of their functionality. If you actually desire anywhere near the functionality of Freelancer than I apologize, but I must remove my bid. For this project I would like use some common frameworks so that documentation would be provided for other programmers in the future.

I have knowledge in PHP which is a server-side scripting language. I also can design good looking pages using HTML, CSS, and functional pages using JavaScript. I'll need to know what the purpose of the website is, and why it needs to be built. Then I can start planning. If you need a database, I can set one up in MySQL. However, I'll need access to a server (Linux or Windows.)
