Circuit design for a NC/NO impulse inverter

I'm looking for someone to design a circuit for a NC/NO impulse inverter. I have a manual and internal pictures of a commercial device that is a both an impulse distribution box and inverter (See attachment) This box takes either a NC or NO input signal, and then has 5 outputs for distribution, with 4 of the outputs having an extra socket to also get the inverted output. Although I only need a single NC to NO invertor. A circuit design similar to the box in the attachments would be preferred, with at least 2 sets of outputs. This will be used by sports club with our timing equipment. It will cost us $200 to buy an inverter commercially, but we are looking for a circuit design to get started on a DIY project.
