Hello We have designed and tested EV chargers with rating of 11 KV used at homes for charging. In commercial areas it should be 22 KV charger .but you are installing at basements (parking area ) so home EV charger (11KV ) will work for that Let me explain only difference between 22KV and 11KV is 22 KV provide fast and quick charging thats why we use it for commercials area . For your project i will design one EV charger for you test in my lab and send it to you . Regards Humza
