Windows Program "Plane Manipulation"

I'm looking for a skilled programmer who can help me create a graphical program, specifically for Windows. The purpose of the program is to allow users to manipulate and interact with various graphical elements of a plane. Key Requirements: -2d space program -button to create plane in the center with 4 vertices -two textboxes as array in x and y to duplicate the plane in x and y -import button to import video in mp4 /gif and assign it to the plane as matrial /texture - ability to zoom out and in and move in the scene with select all ability as box can be generated by lift click of mouse and drag -button to combine all planes together with having 4 vertices ( as new plane with same matrial) -text box to write a value that will expand the 2d space accordingly infinitly without limit -import/Export button in obj -ability to duplicate the plane with ctrl+d and move it -optimezed performence( can run and duplicate large times in 192 ram, 48 cpu super computer) - i want the source code of the whole program I'm open to discussing the timeline for this project and would appreciate a professional who can provide guidance on this. Please provide examples of previous graphical programs you've developed and outline your understanding of the project's requirements when submitting your proposal.
