May I recommend to have your website mobile responsive and view PDF in proper mobile sizing. I don't think it's a good idea to make a Android Mobile app for that purpose. Wouldn't it be ideal someone can access your website using a normal browser and view all its contents in an optimum size. I am a web developer with 15 years experience.
