Sealed Open Bidding/ Auction

We are looking for assistance to build our website/applicate. The website/application is targeted for the international development sector that focuses on sealed bidding with open competition. We are envisioning a website/application that is a streamlined platform for the development sector to advertise their commodities and service needs to the world while at the same time enabling sellers the ability to respond to those needs through a user friendly easy to use format. In addition, we would like to provide functionality on the buyer’s end to managing the process as well as evaluate the pricing proposals. In addition, below is the list of desired features we are looking for: Searchable Seller Database Seller portal/dashboard Buyer portal/dashboard: will show alerts, draft advertisements, and ongoing advertisements Alerts also received via e-mail Published site for advertisement Ability to publish RFQ, RFP, RFA, and EOI Can attach files in solicitation Sealed bidding Reverse bidding (or something inbetween reverse bidding and sealed bidding) Ability to upload budget for seller completion Compare bids electronically - both overall price and per line item In budget, if seller does not have item, they can propose an alternative. Bid shows required documents attached Currency - converts all bids to one currency Multiple languages Custom fields seller can put solicitations on a watch list/flagged list Delivery Date Option Past performance for bidders to complete page identifies set-aside programs for small disadvantage businesses, women-owned small businesses, service-disabled veteran-owned small businesses A way to quicly and easily download files (Solicitation, bids, attached documents, questions/comments, etc.) Unlimited document storage Rate vendors based on past experience Alerts to seller when interested advertisements are publishized and when interested advertisements are due to end in 3 days. Alerts Buyer when solicitations are due to end and when communications have been received Communications Tab does not let sellers submit bid until all required documents are completed Functionality to score technical proposal Have an informational page for each individual solicitation per company Solicitation Release Date Solicitation Due date Calculates real time number of bids received ability to work offline and online ability to rate both sellers and buyers Easily searchable categories (possibly UN coding system for supplies and servies) easily searachable key word(s) Anticipated Delivery Dated Audit Log: Who is doing what in the system (Buyer) Security: what is used to prevent hacking (encryption, monitoring system, role back if hacked, etc.) Checks to makesure a duplicate is not being registered for sellers sellers can withdrawl bid sellers can change bid as long as it is done prior to due date of solicitation Phone Application Responsive Design depending on device used (computer, tablet, iphone) contextualize search function for advertisement page Ability to rate both sellers and buyers Sellers can filter search by products cloud based?
