UNIVERSITY ASSIGNMENT -- DATABASE OF QUESTIONS, AUTOMATED MARKING SYSTEM

I am a University Lecturer and the long hours of marking assignments are too much -- repetitive and wasteful. I need a database-based SOFTWARE SYSTEM to do the hard work for me. Relational Database type design. Table of QUESTIONS -- I must be enabled to populate this Table with e.g. 200 to e.g. 400 possible questions. Each question will be given 3 to 5 possible answers (I will write these and indicate the correct answer(s)), and the student must select the correct answer. DataBase Back-End and DataBase Front End & simple FE GUI. Operating system on which deployed: Windows 7 or Windows 10. Operation of system: When I log on with my username & password, I can populate questions & answers, see marks of students, see who has written the assignment and who must still write it. When students log on, they can not see these tables and can not see the answers. Students with good IT knowledge can not "break into the system" to "tap into the Q&A" -- this requirement may involve some degree of encryption. When student X arrives at the computer room to do his ASSIGNMENT on a PC on which this DataBase system is installed, he selects (1) the name of the University, the (2) name of the course (e.g. "Postgraduate Diploma in Nuclear Engineering Management"), the (3) name of the module (e.g. "Radiation Protection Programme Management") & it sassociated reference code (e.g. NUCI576N), (4) his student number, his/her (5) title (Mr/Ms/Dr), (6) Initials and (7) Surname. Logon ID for all students is simply ASSIGNMENT and password is STUDENT. Partial record written to disk immediately. The system now RANDOMLY selects 100 of the e.g. 380 questions for this student, via a random number generator algorithm. Every student therefore works on a unique assignment. Every student receives a maximum of 3 hours to complete the assignment. A (1) question and (2) 3 to 5 possible answers pop up, and the student selects the correct answer(s). At the end of the assignment, the student is given the option of scrolling through the questions one by one to REVIEW all his answers and make changes if desired. When the student selects FINAL SUBMISSION, the assignment is automatically marked, the MARKS database table is updated with this student's record, and a simple certificate is generated. This contains the name of the University, the name of the Course, the Name of the Module, the Title, Initials and Surname of the Student, the date and the MARK in %. If mark >=60% then PASS; if mark<60% then FAIL. Questions & answers: Only I can see these. Hidden from students (encrypted to look like gibberish) Marks, Certificates -- NO need for any encryption. A TEXT copy of the MARKS file and e-mail-able versions of the CERTIFICATES must be generated and written to e.g. the folder c:\results I must be able to do at least the following to maintain the database and manage the course: (1) Edit questions & answers & associated Yes/No, True/False flags. (2) I may teach at up to 5 universities and not all syllabi are identical. In the QUESTIONS table, there must be 5 fields named UNAM, NWUM, NWUP, BIUST and SPARE where a logical Y or N will indicate whether this question may be selected for a student from a particular university. (3) View & Print certificates. (4) See which students have completed the assignment. This Software system must be FAULT TOLERANT, i.e. students must not loose everything if there is a power failure = electricity cut, halfway through their completion of the assignment. Continually writing to files on disk & good recovery must be possible if there is a power cut.
