Create webcam interface in C#

I need you to develop some software for me. I would like this software to be developed for Windows using C or C++. Create a webcam capture applet in C# that can take still images at up to 13MP (4000px*5000px) at approximately 3-10fps. This applet will be integrated into a larger application. Need to be able to input custom exposure settings and brightness/contrast controls. Applet is required for a prototype device that is to be presented to a manufacturering company. Looking for a low cost solution as I am paying out of my own pocket, would be happy to pay a bonus for additional work if the potential client agrees to purchase the device. Bonus points for anyone that is able to compare images against each other and find differences.
