We need to develop a desktop based application, the main feature we are looking for is runtime layout designer, analogous to Visual studio. The runtime layout designer will allow user to drag and drop the widgets and then the property of these widget can be set. Once all layout is desined , it will be saved in some format(preferably in XML) and then it will be made run. If someone has done similar job previously he should be able to take this job in this budget.

Actually i am working in a similar project now. We have a designer, a transaction interface and a server component. In the designer we design the forms, all the properties and its associated syntax is stored in the database as xml. While opening the transaction interface controls and properties are dynamically generated from the saved xml. The server component is for licensing and connection purpose. Now we are developing this for web also ie collecting values from the saved xml and generating web page also. so that the document will get both in windows as well as web also...
