MS. Azure Hosting with QuickBooks Multiuser access (Problem)

Hello, I have MS. Azure hosting & QuickBooks multiuser license. And have two networks in the office; network1 & network2. (internet network) If all QuickBooks users logged via network1, everything works well. and if all users logged via network2, everything works well. The problem is when some users logged via network1 and some users logged via network2, only the first users who logged via network1 can access QuickBooks. all other user who logged from network2 cannot access QuickBooks and face the error in the pictures below!!! Also becasue some users need to login from outside network in others country, the same phenomenon appear.
