I have experience of working on OCR algorithms. It looks like in your problem we would first need to build a classification model, to correctly classify the symbols and then to extract the exact text we can use OCR methods or even train our own model for this (given we can get similar type of labelled dataset). The model building could be done using Pytorch or Tensorflow, I have around 3 years of experiece of working on both these packages.

Hi , I have master's degree in artificial intelligence and I am expert in python. If your file in hand written, I should use OCR and classification but if your file is in digital format like txt or ... , it needs a simple file I/o and I can do it for you with less money and shorter time than I recommended.
