I need a mobile application programmer

My wife is a speech and language therapist. It is a platform that offers health related advices to users in different languages ,, through sliding screens with photos and a nice layout, supportive videos etc. Users shall register High quality Admin/owner (myself) can easily add videos or photos or new sections (periodic update) more details - Application name TBC 1) Login system, user name & password 2) Fist time login; - Questions (slides) approx.. 10 slides (yes/no & typing) - Optional - Assessment for kid .. 10 slides (yes/no & typing) 3) Ex-user; direct access to dashboard 4) Dashboard; around 15 buttons (options) including, settings, switch user, go to practice, watch videos etc. 5) Based on the assessment for first time login, the specific set of exercises for certain age group/capabilities will be assigned (total is around 7 age groups, leading to 7 sets of exercises/mini games) 6) Exercises or games will be simple, name calling, slide left or right etc. 7) Wheels game shall be there, where the wheel rotates and stops randomly at some point 8) Language is basically Arabic, however the language range will be extended in the future 9) Dialect option to be chosen out of a total of 4 dialects + Arabic will be there. - Dialects are only for the naming within the exercises not the full application. 10) Notification for exercise time (periodical) 11) Admin/owner shall have access to replace certain photos, or add some additional photos or media, including training videos etc. 12) Excepted capacity is around 10,000 members, the server shall be capable of extending the storage at any point of time. 13) starting with Andriod and then IOS * Kindly provide the cost of such project according to above, do not hesitate to ask for additional information.
