Web and Graphics Designer

Hello I have a very small Web and graphic development company. We mostly build affordable websites for small businesses and non-profits. I have a designer and developer (PHP) working from India full time (both working from home) that have worked for me for about 4.5 years each. I am looking for another designer so that i have two designers available when needed vs. just our current designer working full time. I would split the work that our current designer does (about 55 hours per week) so that both designers work about 27 hours per week The designer i am looking for has to be great with Web and graphic design (Web design would be about 85% of the work) and be very responsible. The hours would be from aprox. 5.00pm IST for example Mon-Sat (half days on Sat.) for example if the designer is in India. The selected designer would be working with our current designer, our programmer and me. Work will have to be completed in a timely basis and professionally (i.e. look professional). I will send instructions via e-mail and explain further via chat and skype or call on the phone. My idea to find a good designer is just to try out the one or two best designers that are interested in working for me with a little work and steadily increase the amount of work to the 27 hours per week noted above. I will for example ask the short listed designers to do some work (that i will pay for) and see how well, fast, etc. the work is done. I have listed the minimum skills, etc. below so make sure that you are 100% able to do the work noted before bidding or contacting me. Please note that i am far from rich so i can't pay high amounts. So please don't bid if you are going to try to overcharge. From my end i will respect and always pay whoever works for me so long as they do their part.
