Remote audio streaming over GSM/3G/4G

As part of a larger system I need a remote audio streaming device - the "streamer". The streamer will be self-contained, battery-powered and will stream audio from a microphone, via GSM/3G/4G to a remote point, via the internet, which might be a PC or a mobile device. The streamer should be capable of sending adjustable audio quality, providing 11kHz and 22kHz and 8 bit and 16 bit settings. Suitable compression should be applied and this should be of a standard type so as to allow the receiving end to decode and play the audio without the need for custom software. This project requires a good working knowledge of audio codecs, audio streaming and GSM data transmission technologies. More information can be provided on request.
