Data import from Excel into WPF ViewModel

Hello, I would need someone to code a WPF project for my own learning purpose. The goal is to make me understand how to retrieve/import some data from an Excel sheet and how to “hand over” the data to a view model in a WPF MVVM project. This project should provide the necessary comments to explain its “operating mode”. Once the data (from Excel rows) is imported in a grid or Listbox on the WPF window, the user should be able to export the selected item (of this grid or Listbox) into a collection of a viewmodel. The most handy way would be “drag and drop” functionality for this import operation. When closing the app, the “members” of the view model’s collection must be saved. And this data must of course be retrieved/loaded when starting the app again. There must be a functionality to compare the collection’s content to the Excel data. Since the Excel data will always contain the most updated version of the data, every “item” that isn’t any more contained in the Excel sheet must be removed from the viewmodel’s collection. This function has to run on every starup of the app and on button click of the user. The Excel file containing the data will be provided as well as the instructions for which Excel columns that have to be imported in the app. It is a condition to use exactly the provided version and Type (.xlsm) of Excel file. I will provide a list for the “mapping” between the model’s members and the Excel “fields”. This project must load and run in Visual Studio 2015 Express Edition and must be coded in VB.NET (No C#).
