Piedmont Surgical Quality Improvement

I have created a Sharepoint Foundation website to aggregate data, analyze the data and report the data back to the end user. The site has a need for a HIPAA secure login, protect the meta data from each site that enters data. Aggregate the data and analyze (very basic analysis), and report back the aggregated data from all sites. Each site would need to keep their data secure from others and each site would need to see how they perform against the entire group. So, site A would have a set of secure logins, each would have the ability to enter their own data and review their raw data. The data from sites B,C, and etc would be separate from site A's view. Then each site could see the aggregated results from all sites and their comparative, benchmarked data from their own site. So, Site A could see the results from all sites in a de-identified way. And then Site A could also see its comparative data. I seek a review of the current site, an assessment of its current functionality and a proposal about how to improve the process. lastly, how much would it cost to modernize the site in accordance with the assessment and proposal for improvement.
