Port Redirector for Windows with C Programming

I'm looking for a developer to rewrite the source code for fpipe a TCP/UDP Port Redirector for Windows using the Winsock library with C programming. Fpipe is a command line utility that accepts a connection on one port and forwards it to another. The source code for the project was lost long ago. Here is an example usage of fpipe.
