Search/Engine Algorithm

I'm looking for someone who is familiar with building a good search engine. We have all the necessary technology for it but would need a good algorithm to process results quickly and accurately. I want a search script/algorithm that has all the features of major search scripts like google, yahoo, etc. We have built a crawler using C++ and have put the results in SQL Server 2005. The problem is when we're crawling we are bringing back all of the webspam (sites with nothing but links to other sites) If this could be eliminated in the crawling stage that would be a help. But we also need to be able to bring back the best results possible when returning search quieries. The project indicates $300-1500, but the maximum we can pay is $500.00. If you've already built something like this let me know so i can test it out. Platform: Windows Server 2003, database SQL Server 2005, Internet Explorer The project would include the following: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
