Create Unity3D Inventory System for my Survival FPS

I'm looking to get an inventory system & Hotbar made for my Multiplayer Survival FPS.
Button used to open inventory? = TAB
The left panel is the vicinity panel, basically its if you walk over an item it will show up in the vicinity tab.
I want the hotbar to be 9 slots long and down the bottom of the screen and it will be present always even when inventory is open.
And the right panel is whats actually in the players inventory.
If a player is wearing a backpack there will be more slots in the inventory panel. You will be able to tell if a player is wearing a backpack because in between the vicinity panel and the inventory panel your player will appear there, you can use a placeholder model for now, i would like to add my player in eventually though.
The grey square I added into upload files is what i want the slots to look like inside the panels to look like, but a bit smaller.
A feature I want is when you open your inventory you can still run around, as the inventory picture I have added is a little bit transparent, so you can still see ahead of you.
