I would like to build a free city building app with the in app purchase possibility. An example game would be Clash of Clans:

-A Multiplayer game, where you can
join other players in a clan
fight with other players
chat with other players
trade with other players

I would like you to estimate,

-the time and work that would be required.
-The skill set necessary.
-Software & languages that would need to be used.
-Hardware that I would need to invest in.

What would be minimum build capability and cost.

The prize is for the analysis. The most interesting well thought out and informed proposal would be the winner. In short what needs to be done, how are you or organisation able to deliver and what other resources would in need.
