Cosmetic changes on existing website

We need to have a new design for this website: [login to view URL] We are looking for someone who can do the design and necessary programming, we will provide FTP access.
IMPORTANT: There has been a lot of SEO work done on this website and the modifications must not affect the site's current ranking. Making some cosmetic changes should not affect the SEO. But if there are drastic changes to the design, site link structure, making it a static html site from the current dynamic site - will effect the SEO.
We are looking for small changes to the color, size, some content modification that not effect the SEO.
It will be important not to modify the Meta tags or their position on the page (Title, keywords, description).
