[Urgent] Web or Desktop app read QR Codes and play videos

Hello,
I want to develop Web/Desktop app work like this:
- There is a book with several pages. Each page has a unique QR Code. Each QR Code will link to a specific video.
- The app control webcam to read QR code then load and play video whenever user flip the page (QR code changes). If no action from user, just loop current video or play default video.
