Are you able to look at my half finished software project and the list of over 700 requirements and help me figure out how to organize it in a more friendly and understandable way?

Do you understand custom WordPress web development involving credit card processing, responsive design, and various complexities involved with highly customized features?

Do you understand the difficulties in outsourcing web development projects on sites like these and how often misunderstandings take place?

Do you speak English perfectly (or almost perfectly - slight access is ok)?

I am looking for someone to help me prepare my project for a new development team. I've had two teams attempt to work on my project and BOTH teams kept saying "it will be done in a month or two," but now two years have passed. Yes, two years! I realize this is a tactic now of developers to keep saying "it will be done in one or two months". I have been extremely patient, and now I realize I need my own project manager to help me organize a plan so that I am not waiting another two years for this site to be done. Right now it is perhaps somewhere between 50%-80% complete. I am not sure how to measure this.

Hopefully you, as my project manager, will come alongside of me to complete the following deliverables:

1) Accurate, thorough, exhaustive, and easy to understand documentation to provide to the next software development team I work with. They must use your documentation to complete the project.

2) A very well written job description that I can post to hire the next team I work with.

3) Several conversations with me in which you very patiently answer any and all questions I have about the entire process.

I would like to pay you hourly, and any work you do without me must be 100% done with time tracking software. Also, of course, any work you do with me is 100% confidential and project documentation should not be shared with other potential clients or clients of yours.

I have all of my latest documentation including outstanding bugs and milestones which have not yet been completed by programmers. However, I wrote these milestones so they are probably not the correct format that they need to be.
