User Management - Multiple Servers

Looking for someone to build a script/program, able to run on a Linux Server. We're a small ISP with 5 servers:
Mail - Redhat 7.2, Sendmail
Radius - Redhat 7.2, ICRadius, Mysql
DNS - Redhat 7.2, BIND
Web Hosting - RedHat Fedora (Ensim)
Support - RedHat 7.2, Apache, Mysql
Currently, when a customer signs up, we enter the info into the Radius Server, then the Mail Server, then the Support server to keep all the users info (username/password/phone ... etc)
We're looking for something written in PHP, with a MySQL backend, where we can enter the user info ONCE, and it creates the user in the Radius Server, Mail Server and stores the info in some searchable database. I need a few levels of authroization:
Administrator - Full Control
Staff - Able to sign-up customers, look up info and change info
Support - For tech support to be able to look up info for support related tech calls.
"Agent" - where we can have "resellers" sign-up customers, and have them tagged in some fassion as being signed up by them. Currently we pay our "resellers" $10 per sign-up flat fee, and need to be able to run a report at the end of the month showing how many customers each agent signed up.
I don't want the program to do anything to the web server - just keep all the info (user/pass and domain info) as we will add that info manually (at this time - may change in the near future)
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
