Need DNS setup reviewed, tweaked & fixed - open to bidding

We're a public library and have 3 locations. All three locations have their own domain controllers and DNS zones. Something just isn't quite right in the setup. I just took over the network and a few months back they had an outsider do an Exchange upgrade and he had a hard time getting mail flowing and he was changing DNS entries to get mail flowing. Part of the changes he made evidently was having each domain controller pointing to itself for DNS, which is a no no in the research i've done. Like i'm said, i'm new to this and need a qualified, expert, second look to see what's going on before we just start hacking away.
