Android C++ OpenCV Resource Needed

I need an experienced Andriod or Java resource to I need you to a mobile C++\Java application developer to build an app that is similar to a PDF scanner application. The attached document gives the full scope of the functionality of the app. This will require someone who is familiar with imaging, OpenCV, C++, and perhaps even scanner applications as the resource will need to have some experience in this area.
Add the following to the existing code:
1. Add adjustable boundary boxes.
2. Add image Array to hold fingertip images.
3. Increase size of boundary boxes that are around the fingertips.
This resource will also need to understand ROI's (Regions of Interest) and how to capture contours, and other imaging functions of OpenCV. Please see the attached video example to see the functions of a PDF scanner application as the example functionality.
Lastly, once the resource is hired, and NDA document will need to be signed before the work is started, and the contract officially issued.
